The Moses family has been active in Panama’s real estate and development industry for more than 50 years, with a track record spanning over 80 developments and more than US$1 billion in completed projects. What began with Inversiones Moses as a real estate brokerage and representation company evolved into project administration, development, construction, and real estate services as the family’s second generation joined the business.

In 2006, the second generation established Panama Real Estate Consultants, building on the family’s experience and long-standing relationships in the industry. Today, we operate as both real estate brokers and developers, specializing in property sales, acquisitions, custom-built homes, and real estate development. PARTNER James W. Salterio is a finance and digital business executive with more than two decades of experience spanning investment banking, advertising, e-commerce, and digital marketing in the United states and in Panama. He graduated from The University of Texas at Austin with a BBA in Finance in 2001 and spent 12 years working in investment banking with companies such as Morgan Stanley and American Express before transitioning into advertising and digital business in 2015.​ With a focus on e-commerce, online business development, and digital marketing, James founded Digital Senz, LLC in 2017. Through Digital Senz, he continues to combine his financial expertise with his experience in digital commerce and marketing to help businesses build, grow, and succeed in an increasingly digital marketplace. Today, James brings his extensive background, business experience, and digital expertise to PAREC, contributing a strategic perspective focused on growth, innovation, and long-term success.
FOUNDING PARTNER With more than 20 years leading PAREC, John Moses M. brings together deep real estate expertise and a strong financial background. A graduate of St. Edward’s University with a BBA in Finance, he began his career at the Panama Stock Exchange and later worked in private banking and investments at Banco Continental. This experience gives him a distinctive investment perspective when advising clients in Panama’s real estate market. John has led PAREC since 2005 and became President and General Manager in 2018. Under his leadership, the company has integrated real estate consulting with high-end, fully customized residential construction, working with renowned communities such as Buenaventura and Altos del MarÃa. His vision is centered on providing clients with an integrated experience where market expertise, quality, and execution come together. Committed to innovation and modernizing the real estate experience, John has also driven the development of PAREC’s digital expansion. Today, he continues to combine financial insight, market knowledge, and personalized service to help clients buy, sell, invest, and build in Panama.
PARTNER Javier A. Cardoze M. is a wealth development and protection specialist with over 25 years of experience in real estate, insurance, banking, and project management. A graduate of St. Edward’s University with a BBA in Marketing, he began his career as a real estate broker in 1999. Raised in a family with deep roots in real estate development, Javier gained hands-on experience across sales, operations, and construction from an early age. In 2005, he became a licensed insurance advisor and broker, expanding his expertise to include risk management and asset protection. His career also includes experience in mortgage banking, property valuation, wholesale trade, and over 12 years as Commercial and Project Manager for an engineering solutions company specializing in wastewater treatment infrastructure. Today, Javier brings PAREC a unique combination of real estate expertise, financial insight, risk management, and technical knowledge, providing clients with a strategic, 360-degree approach to growing, structuring, and protecting their real estate and capital assets in Panama for the long term.
PROJECT MANAGER Luis Vergara Bonilla is a civil engineer and construction project management professional with more than a decade of experience in residential construction, renovations, and property assessments. He graduated from the Universidad Tecnológica de Panamá and holds a Postgraduate Degree and a Master’s in Construction Project Management, combining technical expertise with a practical understanding of real estate investment. As a Partner and Project Manager of the group’s construction firm, Luis oversees project planning, budgeting, and execution, with a focus on renovations, restorations, and interior fit-outs. His experience provides homebuyers and investors with technical guidance to assess property conditions, identify improvement opportunities, and transform spaces through quality workmanship and careful cost management. Today, Luis brings his engineering background, construction experience, and commitment to transparency to PAREC, helping clients make informed property decisions and manage improvements that protect their investments and enhance long-term value.
FORMER FOUNDING PARTNER - ADVISOR John Moses Arias has built an extensive real estate career in Panama spanning over five decades. Foundational Years & Early Expansion (1970s–1980s) Career Beginnings: Started his real estate career in 1973 with Inversiones Moses alongside his brother. Licensing Pioneer: Became one of the first licensed real estate brokers in the Republic of Panama. Key Developments: Acted as a pioneer promoter in the 1970s and 1980s, developing a major portion of what are now key districts, including Punta Paitilla and El Dorado. Panama Inc & Major Projects (2000s–Present) Founding Panama Inc: Co-founded Panama Inc, bringing decades of industry experience to establish and grow the company. Over 80 Projects: Developed, sold, and built over 80 real estate projects across Panama throughout his career. Punto Barco Village: Initiated the development of Punto Barco Village in 2007, which has grown into one of the premier gated communities on Panama's Pacific coast.
